Differences between L1-3 & L3-3

Yes I have had bad experience with ebay myself, good price for the tester but not knowing how to use it, it took me more time to fix and understand it was not working properly and I couldn't even ask for a refund. But where else can these testers be found? The ones on ebay are for sale at over 1000$ which is too expensive even if the sellers say they are NOS.

My year 1963 L1-3 has oscillator at 1200Hz and filters centered around there. The books seem to say it should be 1400 Hz, are they for later versions?
